In the framework of the Euro-African agreement signed on december 21, 2007 known as the "Port-Moresby agreement", which globally aims at improving connectivity and regional integration in Africa, and after an international call for tenders, the African Union Commission entrusted, by contract signed on december 20, 2010 a joint venture composed of the french company SOFRECO and the specialised consultancy Collet Consulting with a continental evaluation of the implementation of the Yamoussoukro Decision on the liberalization of Air Transport in the African continent.
This mission was entirely carried out in 2011.
It included an analysis and a synthesis of studies previously carried out in Regional Economic Communities, an analysis of the text of the Decision itself, an assessment of existing air transport connectivity in Africa, and the proposal of a roadmap and evaluation criteria for the follow-up of the liberalisation process.

The analysis and the conclusions were submitted to a continental validation workshop of experts who met in Addis-Ababa on november 1 & 2, 2011. Based on this validation process, a final report was drafted for the attention of all African Ministers in charge of transport.
